Ignition key doesn't return to "run" position

After starting my 96 Passat and letting go of the key, the ignition key does not completely return to the "run" position. I found this out when my number-one-son fried the starter motor (which evidently stayed engaged at highway speeds). Does anyone know if the return mechanism is in the electrical ignition switch or is it in the mechanical key-lock mechanism? If it is mechanical, does anyone know of a repair?

It's in the electrical (white nylon) section of the switch... so a 15 buck part (which is probably wearing out electrically by now as well) and not actully too bad to get to, either.
