Yes, some cars are easy to find, many, like VW TDIs never seen. Some libraries carry them.
I actually came across something recently, not real great, heavy with ads, worth a look.

Most of what you need to work on is probably in a DIY somewhere on this site. Do a search.

Yes. I've used that before. I was eventually able to find what I was looking for (AC Freon weight for system fill). It isn't too bad, but doesn't seem to be all inclusive like a typical FSM, seems to be missing sections on certain ones.
ctrl + F in a PDF FSM is about 10000x easier than searching these forums for a "how to". plus, an offline copy would be fantastic.
Surely you'd think there is a PDF copy of these floating around somewhere...

Update, I found a copy to download, it was $7bucks, but worth it, PM me if anyone wants a copy. it's 4,954 pages...
