1Z Starting issue - starter, battery or?

Hi All,

Assume a 1997 Passat TDI with 1Z. This is actually in my converted 78 bus.

Intermittently, first thing in the morning when things are "California cold" (~50F - ~60F), the starter will crank very slowly. Today, I cranked it and it spun too slowly to start. I waited about 30 seconds and tried again. This time it spun much faster and started fine.

I was hypothesizing complicated causes, like after sitting all night, there's no oil and more friction than normal. The first spin pushed a little oil around making it easier for the second spin.

Then, I figured, there's probably a much simpler cause - maybe the starter is flaky. Any ideas why the first spin would be slow and the subsequent one much faster?
