Parking light issue

I have a 2005.5 jetta tdi.

When I turn the headlight switch to the middle setting (3 position switch) my head lights come on like when you put it in the 3rd position. I do have drl turned off.

Could you change coding or something to make it just have the parking lights on in the 2nd position of the headlight switch like most cars?
