Does buy back $ offset sales tax on a new car?

Excise and sales tax are two different things.

If you purchased a replacement car for less than VW paid you, but the state still kept $205 of your taxes, then they must have broken out the restitution and only given the credit on the "vehicle value" (ie you received a credit that was less than the purchase price of the replacement vehicle).

Anyone have info on Indiana sales tax?

In Missouri ... I turned in my TDI this week, bought replacement car 2 weeks ago. Registered replacement car today and received the ENTIRE settlement amount as offset. So didn’t have to wait for any refund check, etc. they just netted out the offset and I paid sales tax just on the difference, about $2k less in sales tax.

I wonder if CA would do something like this.....

No, CA doesn't give any credit for even proper trade-ins.
