A week ago, I had the recall that was announced in August: 23N5. This is supposed to be an adjustment of the software in he ECM. The recall related to exharust turbocharger failure in cold temps during engine startup. So, I take the car in. Granted that VW has known about the "clean" diesel problem since '14 and has been fighting the EPA for a year and a half. When I picked up the car, I found out that the glow pugs had been "updated"- whatever that means, and new ECM software was adjusted. So within a few days and seeing my mileage going down about 30%, I start to wonder: did my VW dealer and the factory anticipate that there would be a scandal unconvered which would make any of these changes anyway? Remember, everyone is saying that the mileage will be affected when the emisson problem is taken care of. Everyone (except VW who claims that they can't verify that) has been talking about mileage decreasing. I feel that after this 23N5, I am already living with the "fix,"- lower mileage.

I've been contemplating the same thing, and researching as much as possible to figure out what changes were made, and what the results of those changes have been. Up until your post, I was assuming that 23N5 was an attempt to "fix" the emissions of SCR equipped cars, and that 2306 was the equivalent of the same recall for non-SCR cars, but I don't believe your 2012 Passat has SCR? (DEF)
One of the reasons I believed this was that 2306 is a fairly commonly discussed recall, but I have a hard time finding the same amount of information about 23N5 - even though they were both issued around the same time. I assumed the difference in available information was proportional to the difference in the number of SCR equipped cars (13+ Passat, 15+ Golf & Jetta) v. non-SCR. (every other 2.0 CR TDI)
NOTE: My current understanding is that all 2.0 CR TDIs were affected by either 23N5 or 2306 - the same group of cars that is currently affected by the emissions cheating issue.
I had 23N5 completed on January 30, 2015, and have monitored its effects closely. I haven't seen any change in fuel economy, but my DEF usage has clearly tripled.
Fuel economy 90 days before 23N5, and 90 days after. Note that I moved from MO to CA in late February, but the difference in temperature between Missouri winter and California spring was not enough to result in the increase shown in this time period AND counteract a loss of economy due to the recall. The recall simply didn't result in any fuel economy losses for me.
Here you can see the change in DEF usage caused by the 23N5 recall. My guess is, the recall was intended to reduce NOx emissions by retarding timing and cooling combustion temperatures. This would result in the car creating more soot, clogging the DPF faster, and using DEF more quickly.
Sorry if my post poses more questions than it answers. I'd love to see the experiences of others who have had either 23N5 or 2306 performed.
