why is it that the tdi engine cannot rev as high as a petrol engine?

due to the longer stroke/ compression or bescuase the fuel is not as explosive?

Speed of combustion. A gasser "explodes" the fuel/air mixture, a diesel "burns" the fuel. It gets to a point when there just isn't enough time to properly do the burn.
