p0670?

2002 Volkswagen Jetta
I've had a code of p0670 for awhile, I was told it was my glow plug harness. After researching multiple sources pointed me in that direction so i changed it. The CEL is still on, I've checked the fuses and cleaned connections. My last guess is the relay if that would make sense? Any input would be greatly appreciated.

The P codes are pretty generic. An actual VW number would be much more helpful. Did you check the impedance on the glow plugs when you had the harness off?
