Who makes the best set of projector headlights? I saw a set made by vipmotoz on Amazon for $390 without bulbs. It's was the only set that had good reviews.

Helix makes some good looking ones with different LED DRLs.
Osram makes a set that a guy on vortex just installed, they look fantastic.

I'm in love with the Osram ones and will likely go with those when money permits. They look excellent and the quality is top notch!

Don't waste your time with aftermarket headlights, buy OEM. I had Helix projectors on my mk4 jetta years ago and the quality was atrocious. I ended up just buying genuine VW lights for it.
