Wagon hatch - ball pivot rust repair

Hey folks,

Looking for advice on how to repair the hatch strut mounting point/ball pivot on the wagon's body as pictured below - it's loose and rusted, unfortunately noticed too late for warranty coverage. Strut is starting to rub against the body and will probably fail soon.

Body shop that did my earlier warranty work didn't want to touch it (aka they wanted to put in a new D pillar...)

Anybody know of a GTA local shop able to do a solid repair? Alternatively what is the best DIY solution; I do have access to a (crappy) welder but am worried about the thinness of the metal and my lack of skills :D

Clean up the rust and JB Weld in a new pivot?

Are the pivot ball threads inside the D pillar still intact? If so, then I would the pivot ball. Clean up the male threads and install tightly with loctite.
