Too much fuel

Just purchased a 2005 Jetta with a Whitbread built BEW, Garret 22/60, Bosio 783s, front mount intercooler, 1mm bore, etc. When I got the car, the turbo shaft was broken and I just finished replacing the center section. Car is running but low power and lots of smoke. Between 2000-3000 the boost stays between 10-15 PSI. I don't have much time on it yet but only managed one acceleration run that felt almost normal as the engine reached 3000 and the boost came on to 25 psi. Actuator rod was adjusted with a gauge so motion starts at ~5 inches and is all in by 20 inches. The arm is longer than what was on the old center section but I get full stop - stop motion. No codes and it is running a tune from TD Tuning. Any ideas on building more boost at low RPM?

Do a compression test. A broken turbo could have caused a runaway and bent rods.
