B5.5 headlights and Anti shudder valve

My right headlight is illuminating the road about 15 feet in front of the car on low, and a little farther on high beams. I have tried to change the focus but with no success. Is the change super incremental, or do the adjusters break? Also, which way do you turn the adjustment screws to go up/out? The good thing is I'm not blinding other drivers.
On another unrelated note, where will I find the ASV on the Passat? I've read a thread or 2 but am still not sure where it is located. And how to tell it's failing?

There are just too many to list....
You may have a broken adjuster, they are internal to the headlamp assembly.

The 'anti-shudder valve' is the electronic intake regulating flap, throttle flap, EGR flow regulator, EGR throttle, there are lots of names for it. If it was bad, your MIL would be on with a stored DTC. It is right up top, bolted to the intake manifold, where the charge air pipe snaps in at the firewall.
