Under boost fault

Hello all, I'm a newbie (first post), So my BEW (133k) is intermittently throwing 0299 code. New air filter has reduced the occurrences some what, as with the addition of doggie collar. I just found the turbo output pipe connection to intercooer wiggles a fair bit when engine is off, but when I observe while engine is reved to 2000-4000 rpm it does not look like its moving around. Has anyone ever had 0299 go away after replacing this very expensive hose? I suspect this problem is either a intake piping leak or vacuum leak, as when the turbo does operate normally it does have nice power and relay pulls. could the intercooler be plugged with oil? Have not removed the N75 or any other vacuum relays as my vac tester is not here yet. Any suggestions or advice much appreciated.

Check the turbo actuator with a vacuum pump to see if it leaks or not. IIRC, the 299 code was the same one I had when my actuator went bad.
