I recently discovered my clutch switch to be defective (I can start the car without touching the pedal). Fantastic, because this will likely fix my cruise problem as well. However, where is the darned thing?

There isn't.
The 96 Passat retains the option of being able to use the starter motor and transmission to move the vehicle out of danger.
Later models have this safety feature defeated by the use of an interlock switch.

There is a switch for the cruise control that might be slightly pushed back in it's holder to interrupt the cruise. There's another cruise switch on the brake pedal, too. Both switch's contacts have to be closed for the cruise to work. The activation switch in the turn stalk is also a known failure point.

If you have a VagCom you can diagnose what isn't working.
