I have read a few posts in regards to lubricating the linkage or replacing it all together. The problem I am having is I am unsure if it is the motor or the linkage. Both wipers move very slowly and finally they stop all together. Another issue is the washer fluid will not come out in the front and also the rear. What would I do to diagnose the motor before ordering the part for the linkage. It is a 2000 Golf with 90k miles. Thanks for the help.

Frozen? Is the car outside? If the wipers had a hard time moving, I would guess lubing the linkage would help a bit. Make sure the linkage is free of debris. If its not working at all now, check the fuse. It may have blown due binding linkage.

the linkage seizing is very common in cold climates like ours. ihad the exact problems you did and had to replace it altogether.
