P1556 Idle Speed Control

2000 VW Jetta - I have owned the Jetta about a year and have noticed a steady loss of power over the last month or so . I have a consistant check engine light ( 038 - glow plug malfuncion ) that I have learned to ignore but I stopped at Autozone and had my codes read and I have a new one - P1556 Idle Speed Control.. Could this be the cause of my substantual power loss or completely unrelated?
I have tried many of the low cost ideas from this site concerning my power loss ( ie dieletric compound on MAF, clean snow screen prefilter, air filter etc..) to no avail.. Any Ideas?? I miss the pep my TDI used to have!!!

I believe that P1556 is "Charge Pressure Negative Deviation". You might want to check your N75 valve and vacuum lines to and from it for leaks. Do a search on N75.
