my 99.5 jetta tdi is idle's at 1100 rpm, this isn't normal is it? it seems high to me

My 2000 Jetta TDI is idle's around 800-900 rpm.
Was thinking too high, after checked a VW dealer's 2001 TDI, found it is normal.

Idle should be 903 RPM. (Thought when I got chipped my idle changed to 820 or so, with vag com I got it back up top 871)

no there is no lights on.
any other ideas of what it might be?
