Purchased a used 2014 TDI (Jetta) from a VW dealer, the car came with 195 65/15 tires (newer) put on by that dealership. I noticed the car's speedo states about 5km/h over the actual speed on the highway, with those tires, so possibly wrong tire size!

My question is, I am looking at a VERY low price on some Winter Tires (185 65/15). Can I go to that size, successfully or will they not fit.
Thanks very much, in advance.

The OEM tire size for 15" rims is 195/65.

The speedo being a bit off (actual lower than indicated) is for safety and I believe is due to some German law. You'll generally find the speedo error is 3%. This does not affect the odometer.

Point is: stick with OEM tire size.

They will fit but I don’t recommend it. Tire is going to look tiny in the wheel well. Car will also sit a little lower

Buy the correct size tire. The speedo will read even higher with the smaller diameter tires, and they may not have an adequate load rating.
