That's the solenoid on top of the starter. It is the device that pushes the gear onto the flywheel ring gear so that they engage, at the same time making connection between the big power cable coming in and the starter motor.
It is difficult to find them separately, but if you ask for a starter solenoid at your favorite parts store, you might get lucky.

Every shop that rebuilds starters should be able to find one for you.
