MK4 Golf 1.9tdi PD - No Brakes

Hi,
The brakes on my golf are useless, had a look and the usual vacuum line was split so i replaced that however this hasn't changed much.

The brake pedal is solid and the abs does seem to work. When I popped off the vacuum line there is suction so the pump should be working fine.

Any ideas where I should look next as all the threads I could find when searching were all resolved by the replacement of the usual pipe.

Try putting a pipe onto the servo and sucking, if you can draw air it's had it.

Majority of the time though it's that hard plastic pipe that's cracked/split. Needs to be plastic or thick walled rubber though or it could collapse during braking I think.
