Alternator bracket/Accessory bracket worried

I sent the Jetta to the Mechanic yesterday to get the Bracket replaced because the old one broke. So when I go back to pick it up today he told me my battery was bad and my Alt is going bad. He said its working but not putting out as much as it should. He said I should be good to go and I took my car and left. I get about 20 miles up the road and all my vehicle lights go off and I start loosing Accessory power such as A/C, Radio, Headlights etc.. I get off the interstate and when I start to find a place to pull over I notice my engine noise has gotten louder and something is not right but I can not pin point it. So I just parked it and did not try to restart because I was not sure what was going on. Any ideas? Think it could be related to him changing out the bracket? Doesn't he have to remove the timing belt when doing this?
