90hp Phase II and Phase III confusion...

I was reading an interesting article on the TDI´s in a magazine and I found out that there is a 90hp engine that equips the previous version of the Golf, the Seat Ibiza, the Skoda Octavia and a new one, called Phase III, that equips the Beetle and all VW and Audi new cars. That was a measure to defeat Y2K European emission regulations.
Phase II has 90hp at 4000rpm.
Phase III has 90 at 3750rpm.
There is a slight torque increase in Phase III ( though a very small one).
My question: What version of this engine do you have in America?
What changed in the engine?

All A3 model U.S. TDIs have 90HP at 4,000rpm with 149 lbs torque at 1,900rpm, inclusing earlier Jettas, Passats, and Golfs. The newer A4 TDIs have 90HP at 3,750rpm and 155 lbs of torque at 1,900rpm. The main difference is the model of turbocharger from Garrett.

So the short answer is the new cars in North America are getting the Phase III engine, with a different turbocharger design than the one in Europe. (Our integrated turbo/manifold setup was done for emissions reasons.)
