Some months ago when I had no turbo, I replaced the three vacuum control modules and the all the vacuum tubing with silicone. My turbo came back.

But about three weeks ago, it became intermittent. It would generally work after a 15 minute interstate drive. Today I had the time to run vacuum hose through the firewall (nice grommet at about 10AM position next to the brake booster) and attach a mighty vac.The vacuum pump is working well, pulling 25+". What I did find puzzling is this: I tapped into the vacuum line to the turbo actuator. When the turbo was working somewhat (but not really well), it would show 6-7"...and blip ever so briefly down when I shifted. It showed that vacuum regardless of whether I was 'getting on it'. Then at some indeterminate period, the vacuum would disappear (go to 0) and the turbo would be gone again. I turned off the 'ignition' at a red light, turned in back on when the light went green, a minute or two...and the 6" vacuum was back.
Going down the road a ways, it was gone again.
When I got home, I lifted the hood and connected the mighty vac directly to the actuator line...but when I pumped it, I couldn't pull a vacuum, it stayed at 0.
Suggestions? I thought I was supposed to be able to pull a vacuum on the actuator line and have it only very slowly loose vac, but I couldn't pull one at all.....

- pulling in crud somewhere and clogging something OR
- when the engine is shutdown and the vacuum ends, could something be coming in pressurizing the system and bringing in crud?
