Nope. You still have to go to a testing place and pay your 35 bucks, but all they do is glance at the exhaust while the engine is idling and verify that it is not billowing enormous clouds of dense black smoke. And they are supposed to check under the hood to see that the emission stuff is still connected, and you're not supposed to have the MIL ("check engine" light) on. There's no dynamometer test.
If you don't have a MIL, it's basically a guaranteed pass.
