Cruise control won't hold speed, low-ish overall power

My 2002 ALH Jetta won't hold a speed when cruise is set. It will try for a few seconds, then slowly start dropping off until you jab the accelerator. I don't think this is a vacuum problem anymore, as I've recently replaced almost the entire vacuum system and repaired my vacuum pump.

Additionally, I have lower than normal overall power. This doesn't feel like limp mode. I had limp mode issues before, which were fixed by replacing the vacuum actuator, n75, and most of the vac hoses, plus cleaning out my intake manifold.

Any ideas as to what's causing this? I have VCDS if you need data to help, and I'm willing to get my hands dirty.

Same here. New MAF fixed the cruise control and low power problem.

Since you have VCDS, you can always log the air quantity requested and measured to be sure.

Run through the boost limp mode procedure. Yeah you aren't getting limp mode, but all the same things can cause underpowered issues. Start with MAF like others have said, then start checking the rest.
