Reason for slow hot restart & cold no start.

My wifes 99 1/2 A4 Jetta (bought new) started taking a long time (6) seconds to restart hot. Now, this winter it cranks verrry slowly at -18 Celcius or colder and would not start. Took the car in, changed the battery, checked all primary battery cables and cleaned all terminations. Changed oil (use AmsOil). Had timing checked on fuel pump. Still the same. I bought a rebuilt starter (from JS Demarreur 800-763-2705, a local rebuilder), and now the hot restart problem is gone. We have had two days of -21, and the car starts like it used to. When I returned the core, I asked if they could check what was wrong with it, which they did. I was told the brush's were "burn't", and the bushings were worn, and that there are a lot of problems with the Jetta starters. This starter cost me $219.95 CDN plus tax. I am in the Montreal area.
