A/C doesn\'t work

I put on my A/C for the first time I bought it last october.(40,000 then, 55,000 miles now) Anyway, I had it on for a good 15 minutes blowing nice cool air. I turned it off cause I had to pass someone on the highway /images/graemlins/smile.gif but when I turned it back on, the a/c light stays turned on but no cold air blowing. Just outside temp air is blowing in. After further inspections, the a/c fan doesn't turn on, and no change in engine rev or feel when it's on idle or in gear. My first assumption is fuse problems. Anyone know which fuse it is since my fuse diagram on my 98 Jetta TDI is gone forever? If not the fuse, what's my next suspect.

I've also noticed for the first time that there's a light greenish oily liquid that looks like it squirted all over my battery/leftside fan/ near left foglight area. It was the first time I've noticed it since I inspected my engine bay last friday. Any connection to my A/C problem? What is a green liquid in my engine? My coolant is red, blue windshield washer fluid, i think brownish PS fluid.
