2014 Touareg TDI Limp mode Need Help!

Hi any info that you might that would help me is appreciated!
unclipped the actuator rod for turbo and and moved the vane and it moves up/down freely (1 inch)

can it be CLOGGED DPF? (No Error code)
any recommandation is appreciated! also if you know of good trusted and confident mechanic that works on Touareg3 TDI....

here is how all started:
I was cruising around 110kmh on 401 all off sudden glow plug light started flashing and had no power... drove the car home couple blocks getting to home on a stop and go.. engine started running rough at idle and felt like a cylinder or two misfiring or something... anyways got home and checked with VCDS and following errors are:

9126 - Actuator Module for Turbocharger 1
P00AF 00 [172] - Stuck
