Sept 1st is the possible launch date if the plant that produces biodiesel has finished construction.

I'm wondering where that date comes from; I thought that the date was the first of July, delayed due to the government shutdown.

July 1 was the earliest it could begin. One of the requreiments is that before going B2 the state must have enough biodiesel production to support it. That hasn't happened yet.
