05 jetta tdi headlight issues

My jetta headlight work 100% of the time on normal headlights in cold weather but once it warms up i have to fight to get it to work on normal headlights. When these problems are at thier worse the bright light operation works perfectly and so does daytime running lights but as soon as you turn brights off the lights go out. I have checked the connection to the headlights and have switched bulbs. Is there a headlight sending unit similar to tail light sending switches? Any thoughts?

Oh 2 more things. I have beand new bulbs and new healight switch installed. No fix
