ATE brake pads

I wanted to try ceramic brake pads. My vendor sent me a set of "House Brand" Mk-4 brake pads. My question is they were clearly marked as "ATE" brand pads in a vendor specific box. The price "split" between this "House Brand" and ATE (which is a VW foundry) mfg for VW branded parts.
Could this be real ?
The price split for these "House Brand" ceramics ~V~ VW OE pads was a major.

Could this be real ?

It wouldn't surprise me.
Some things have a high markup price s/a furniture.
There's also things that are fall outs from production that doesn't meet full standards but are 'OK to use'
Radio Shack use to buy a lot of things like this.
