2004 Jetta TDI Air filter??

I changed my air filter today. The old one looked like a typical filter. The new one that I got from a good VW parts store had a white fuzzy scotchbrite like layer on the up stream side?? is this typical? If I remove this layer will it improve fuel economy or just cause problems? Thanks.

No, that's the cold weather filter. No need to remove the white gauze material.

Improve fuel economy by removing the fuzzy stuff? I don't think so. Please recall these are forced-induction engines and the air filter is not an impediment to air flow.
