Boost question

I have a Jetta with the ALH motor. I do have a small boost leak that I have ordered some new gaskets and o rings in the hopes of fixing...my question is:
Recently installed a boost guage and noticed I have much less boost in the low gears, 1-2 is boosting at 5-7psi where as 4-5 is around 8-12, 3 is somewhere in between. I'm wondering if this is normal? A mechanic at my local shop told me the boost is controlled by the computer and some cars are designed to boost less in low gears in order to minimize tire spin. That make sense to you guys? I'm new to turbo vehicles

As long as it accelerates smoothly it's fine. You really need to get on it at low gears to build much boost. No idea what the numbers would be, my foot is all the data I've ever needed.

The boost max for a stock ALH is 14 PSI. It should be able to achieve that in any gear with the accelerator to the floor. If it doesn't something's wrong.
