pulled the following codes off my beetle. I was hoping it would say this is your issue but not the case. Any help is appreciated.

65535 internal control module memory error

00532 supply voltage B+ 07-10 signal too low- intermittent

01299 diagnostic interface for data bus (j533) 49-10 no communications

Did a bag deploy or did you replace any components?
Code seems pretty straight forward, it's either the wiring or the module. The air bag system is finicky.

There are just too many to list....
J533 is the CAN Gateway (in the Cluster) on that car. You may just have a bricked SRS module.

Check the CAN Gateway and see if it has a communication DTC for the SRS alone, or anything else.

Several years ago I had to change the clock spring on my Golf. The air bag light was on and the horn did not work. I don't recall the DTC's.

the car has a clean title. No air bag deployment that I know of and the horn works so that should rule out the clock spring right? I googled the codes and the big one, said it is for the air bag control module. Is it common for the modules to crap out?
