Rear center seat belt is locked

I have ton a ton of reading and watching videos.

The rear center belt is locked. I am trying to get the mechanism out so I can adjust the ball off the clip. Here is my problem. How do I get the rear center belt out so I can roll the ball off the clip? Or, replace the entire belt?

Sorry, what does mean?

I am still not sure how to get the rear center seat belt out of the seat. Any pointers?

If the seat back in not locked into position then the centre seat belt will be locked. At least that's what happened with MKIV Jetta.
