How to change idle speed by VCDS

Not possible. you could have the idle speed changed with a tune.
What good reason do you have to change the idle RPM? If there is an issue with the OEM idle, well then the problem needs to be diagnosed and fixed.
Do not try to modify your car based on an assumption of how your car works.
A lot of times, that is what people do. They will formulate an idea in their head based on zero knowledge on how a system works rather then educating themselves on how a system actually works.
