The riddle is below.

my '15 6MT will be well under 70K next year. So it seems they will only install the 2nd NOx sensor. Pretty much everyone who bought "New old stock" Gen III will be in the same situation. 'cept few that drive trully insane amt of miles.

And then, (years later?), they will ask us to come in for the free DPF/Cat/Cat ?

Why do they say (2nd red highlight) we will need to have the Cat replaced "second" time, before 150K ?

############ THE RIDDLE ################

The second part of the emissions modification will involve outfitting your
car with new emission control parts to ensure system reliability and
durability over time. If your car exceeds 40,000 miles (for automatic
transmissions) or 70,000 miles (for manual transmissions) we will install
updated emissions control system hardware
- specifically a new Diesel
Particulate Filter, Diesel Oxidation Catalyst, and Selective Catalytic
Reduction Converter - that is needed to maintain emissions
performance for the full useful life (150,000 miles) of your vehicle. As
part of the Phase 2 modification, we will also install a second NOx
sensor and corresponding software to improve the performance of the
OBD system. The Phase 2 updates are expected to have no further
impact on overall vehicle reliability, durability, fuel economy, engine
sound, performance, or drivability.
You will receive a notice when Phase 2 of the emissions modification is
available for your vehicle. You should expect to receive this notice
before June 30, 2019. If your vehicle has accumulated fewer than
40,000 miles (for automatic transmissions) or 70,000 miles (for
manual transmissions) at the time of your Phase 2 update, your car will
need to have the Diesel Oxidation Catalyst replaced a second time,
before it reaches 150,000 miles
. We will notify you when it is time to
bring your car in for the second catalyst replacement.

What mess? We own a '15, and it is what it is . . . I frankly could care less. It'll get done when it's time to get it done . . .

Seems pretty simple. You'll receive a notification that you should bring your car in for new hardware and a second NOx sensor sometime before June 30, 2019. If your car has fewer than 40/70K on it when that service is performed you'll have to bring it back for a second Diesel Oxidation Catalyst replacement before 150K.

Point is that they feel the replacement hardware will last 110K (auto) or 80K (manual), but not the full 150K they've committed to with the EPA. And if your car doesn't have enough miles for the first replacement to last to 150K you get them replaced again.

It just looks (reading the the first part in red) that if you have less than 70/40, you're not getting the replacement DPF and 2 Cats, only the 2nd NOx sensor, during Phase II visit.

But, then in 2nd part in red, they say if you had less than 70/40, then you will, like IBW points out, you will need to have it replaced 2nd time (as in again, meaning YOU WILL have it replaced the 1st time as well).

Thus the riddle. More of a curiosity really, I am not loosing any sleep over it

Since there's currently no place to put the NOx sensor in the current hardware, it's logical that they'd have to replace something in order to install the sensor.

I'm not losing any sleep over it either. I don't intend to have the work done on my car unless I'm forced to somehow.
