sounds like aftermarket units. Take the back cover off and see if you can access the bulbs. Odds are you can as no manufacturer in their right mind would make headlamps with unreplaceable bulbs (unless they're LED's ?).

From your description, they sound like aftermarket "tuner" lights designed so they look "cool" and you don't look at much at all because they don't light up very much. As pepper says, the lamps you now have should be replaceable. It probably will be easiest to pull out both dead bulbs and take them to a decent auto parts store to see if you can replace them in kind.

The real fix, however, is to replace the headlight assembly with either the real deal (what the car came with) or with a quality aftermarket headlight assembly (from Hella or -- umm, Hella [not that many brands I would trust on this]). Unfortunately, this likely won't be cheap unless you can raid junkyards or buy used (maybe on the sale forum here). But they'll be a ton easier on your eyes -- and everyone else's -- than the fake blue-violet bulbs that way too many people actually believe are aiding their night vision.
