02 Indigo Blue 4 dr 5sp I just picked up

I just got this 02 Golf 5-speed last night, engine is locked up.
Story is guy was merging on the highway and it just stopped.
Hit the starter and nothing. Haven't investigated any further, waiting for some nicer weather.
Reason I got this was the body has not one speck of rust or rot, the front of the rockers are perfect. Tough to find here in the North East.
Looks like the car made a cross country trip at one time, it's originally from Karmart Volkswagen in Burlington, WA

Previous owner told me it was recently done, but I have no idea what components were and he had a shop do it.

He thinks it is the injection pump, I don't think it is, car only has 183k on it.
Find it hard to believe a injection pump would cause it to seize up, he was on it merging with traffic so I if the IP did seize the inertia would have ripped the teeth right off the belt and it would still turn over.
But the previously owner could be telling me anything, only way to really find out is rip it apart.
