HPFP/fuel filter question

Please don't turn this into a debate on HPFP, I really only have a question of interest...

I saw someone mention that they had concern their HPFP was bad or about to fail because they found metal shavings in the fuel filter. I thought the fuel filter was in circuit BEFORE the HPFP?

The system has a fuel recirculation loop back to the tank.
