I have been researching this hesitation issue and here is what I have found so far for causes (none of this is for sure and all is open to debate):
1. Adaptation to driving habits/style - most common cause
a) After easy break in, car adapts to that
b) after long highway drive, car seems to have less hesitation, some possible "retraining" done by the long hwy drive? unconfirmed
update: recently took a long hwy trip and the lag when starting in D is considerably less than before. However during this trip and the day after I was almost exclusively using manual mode also. Certainly one of those 2 factors has made a difference in reducing hesitation but I cannot say for sure which factor (or combination) made the difference.

e) I would love to know more about how the car learns to adapt, f.e. does using manual mode only for a long period of time "retrain" it at all? Please post any info you may have on this topic
2. Temperature - more related to hard shifts than hesitation but probably related? Hot temps seem to impact negatively.
a) replace clutch temp sensor as shown in the TSB 37-06-07

b) replace mechatronics unit has been reported as the solution for some people with this temp-related problem
3. Fluid change/level -
a) some have reported that problem was solved after dealer changed fluid, some like above made no difference
b) fluid level being too low has been stated as the cause by some people
4. Replace mechatronics unit - if the tsb fixes, changing fluid, and vag-com don't do it, it seems the only thing left to do
5. It's normal - to some extent it is normal as shown in the 35-06-01 tsb but I think if it has changed since it was new than maybe some of the above can help determine why. I believe adaptation is the biggest reason for units that don't have the sensor issue, low or too old fluid, or something like a bad mechatronics unit.

Had noticable hesitation from stop at around 1000 mi. (after moderately easy break in). Now (1800 mi.) hesitation is completely gone. I assume from re-adaptation from either hwy trip or driving a lot in manual mode.
