Coolant fans and AC not working 2001 jetta tdi

I have been trying to go through the steps to figure this out but nothing

Checked both fans- work on high and low speeds
Checked coolant temp sensor- I can jumper and get high speed but with AC switch on and fan on no low speed
FCM- I have power at pin t14/4
no power on t14/9 or 8 with ignition switch on and ac/blower on.

I am at a loss where to go to from here

could it be fcm or maybe a wiring issue? no power from ignition switch or from blower switch

I really need to get this resolved, thanks for any help

I used it to get as far as I have, but not sure where to go from here.

FCM- I have power at pin t14/4
no power on t14/9 or 8 with ignition switch on and ac/blower on

I have checked fuses, AC control lights and blower works

There is wire that goes back to ECU to signal the AC start
If it is open , fans will run , blower will run , AC light will be on , but no compressor start

I think I stated this wrong, fan do not work but I checked them and I have low and high speed as I put 12 volts to each fan motor
