Varying Vacuum Pressure with varying idle problem?

So after starting my car, the EGR Valve starts making a Popping sound at idle. Taking off the vacuum line going to it, I can feel the vacuum pressure going more-less, more-less like it is surging back and forth.From idle up to 1800 rpm, right after starting the car, still with the egr popping, the rpm's surge back and forth for a while until the car heats up.

I have not found any broken lines or loose hose connections so far. Could this be a solenoid failing? the vacuum pump being finicky as to only work right at temperature? I so far feel no power loss

Also, I don't know if it is related, but for some reason I keep hearing my turbo, while at a constant rpm (mostly below 2000) and level ground, spool up, then down, but no boost. I didn't know if this could be associated with a vacuum problem controling the vane actuators in the turbo.

Any Ideas?
