turbo keeps kicking out

if the car is under any kind of stress, the turbo kicks out on it, its doing it all the time now, as soon as i hit a hill, it will cut out, turn the car off, then on again, it will work for a little, then kick out again, the engine light also comes on with it.. its a 2001 tdi. i tried checking for engine code, my obd2 reader keeps coming up as an error.. dont know if it just cant read this type of car or what.. has anybody had this problem? HELP!

Do a search for "limp mode" or "VNT actuator" or "N75 valve". Warning: there are tens of thousands of threads on this topic. Even a sticky or two, probably.
