Default 97 Passat TDI 1.9 air in fuel line problem

My car will start fine, even on the coldest days, and run for a few minutes but then it quits like its out of fuel. It will start again after I crank it forever. It has a black fuel line going into the injector pump so I decided to replace it with a clear one to see if it was getting fuel. I noticed it is sucking a bunch of air from somewhere coming out of the filter. The filter is new. I have tried 2 different filters, and I checked all fittings around the filter. I am curious as to how much if any bubbles should be in the fuel lines. If there are not supposed to be any bubbles can someone give me some ideas what to do next. Where could the bubbles be coming from?
