2.0 TDI BLB not going well at low rmp HELP!

hi friends

i have problem whit my b7 a4... car dont pull in low revs (car pull after 3000rev)... i chek all, n75 vale, repair turbo, map sensor, maf.... i clean air intake, ic, pipes... but nothing happens

car have 220.000km orig..

What should I do?
