How hard to turn injection pump?

Like it reads?
Get you up to speed. changing out head gasket and new timing belt kit.
Since I'm changing leaky HG i did not bother to pin or lock anything during disassembly. Just have the Injection pump left to pin. Am trying to turn clockwise, but its a tough turn (well trying to turn) all lines are still caped off with rubber caps.
How much force is to much? Do not what to damage anything.

Quite a bit... big springs on the cam plate. As you turn it there will be 4 distinct spots where resistance gets the largest... that's the cam plate in action, once for each cylinder in a 4-cylinder engine.
