Jetta BRM Turbo Issue

Alright guys, Im kinda baffled whats wrong on here.
Recent work done by Diesel Mechanic:
New Cam
New timing belt
New OEM Turbo
New Fuel Filter

Problem: (No Boost)
Turbo makes high pitched whining noise at idle, Compressor wheel will stop spinning while engine running, you can turn it by hand (I know dangerous, haven't lost a finger.) If you remove the vacuum line going to Actuator, the turbo will start turning again and there is a lot of exhaust pressure that releases.

Things Ive Done:
Checked all vacuum lines, Source vacuum all the way to N75, Pulling 22inHG at idle, at actuator and source vacuum. Smart Actuator holds vacuum.
Blocked off EGR At egr Valve near asv
Pulled exhaust out, Exhaust is clean, still removed for testing.
Checked all boost hoses for leaks, all super tight
Zip tie mod.
Triple checked timing, everything seems to be perfect.
Turbo shaft feels tight. spins easily by hand.

That would seem to leave no blades left on exhaust impeller. Just saying since it seems the zip tie does not work. It could also have to do with variable vane not connected properly or somehow damaged mechanically inside.

I'm pretty sure all the blades are there. I'll try getting a picture. At this point Im going to pull the turbo.

New turbo, makes high pitch sound and the compressor doesn't spin? Take it out and get it exchanged. Be careful with your fingers, that idea was really stupid.
