What would one have to do to eliminate the electronic parts on an alh engine? Or rather, how old a vw diesel would I have to get to have an electric free engine?
Dad was given a really nice, larger boat this summer, and after reading the specs learned that the ~300 HP engine consumes 18 gallons an hour. Would be really nice to swap in a TDI and be able to use it without going broke in fuel costs.

Converting a TDI engine to run with a completely mechanical pump is a process known as "mechanical TDI".

"mTDI" is the search phrase to use, and Giles at Performance Diesel in Markham knows all about 'em, I believe. :)

Or find a 95 golf with an AAZ engine (had one). Totally mechanical, can run on one wire if required (fuel shutoff solenoid).

Looking to build an apocalypse car too? :D

There is no point in converting a running TDI to M-TDI. The purely mechanical pumps do not have nearly as good fuel control under boost. Even for swaps I recommend retaining the electronics and wiring in.

The boat is a 21' Larson, it needs a bit of tlc, but is in great shape and was well taken care of. What kind of HP/ torque could I expect out of the AHU? Am trying to imagine how to water cool the engine without the rad, would be lots of problems to solve. Just an idea for now, Dad already has the apocalypse car, a 1986 Mercedes 260 Diesel - all mechanical.

Wikipedia:

DIN-rated motive power & torque outputs, ID codes
29 kilowatts (39 PS; 39 bhp) — CDX Volkswagen Marine (10/07->)
55 kilowatts (75 PS; 74 bhp) @ 3,600 rpm; 155 newton metres (114 lbf⋅ft) @ 2,000 rpm — CDX Volkswagen Marine (10/07->)
66 kilowatts (90 PS; 89 bhp) @ 4,000 rpm; 202 newton metres (149 lbf⋅ft) @ 1,900 rpm — 1Z, AHU
66 kilowatts (90 PS; 89 bhp) @ 3,750 rpm; 210 newton metres (155 lbf⋅ft) @ 1,900 rpm — AGR, AHH, ALE, ALH
81 kilowatts (110 PS; 109 bhp) @ 4,150 rpm; 235 newton metres (173 lbf⋅ft) @ 1,900 rpm — AFN, AHF, ASV, AVB, AVG

The earlier non-computerized IDI engine (AAZ) as found in a 95 Canadian Golf, would be 75 hp @ 4200 RPM, according to https://4crawler.com/Diesel/index.shtml#EngineSpecs

AAZ also does not take kindly to big mods. The crank nose is soft, and I've destroyed my share and then some. AHU or ALH would probably be best. ALH is much easier to find these days.

One more thing the fuel burn sounds about like airplanes....When I fly a 160HP engine, it tends to get about 8 gph, when I fly a 250HP engine it tends to get about 13 gph!

Cooling the engine will not be a problem, it will use the lake water. Cooling the exhaust manifold will be an issue. You shouldn't use an non water jacketed exhaust manifold in an inboard engine unless you want it to catch on fire.
What engine is currently in the boat? I have a 19ft Peterborough with a 3L 4 cylinder (essentially a variant of a truck engine). and can get it up to 65km/h with the propeller I have. That's more than enough for this boat. A 21ft one might need a V6 or a V8.

Yup, sounds like it's got 300 hp in it at the moment... a wee 4 cylinder TDI will be one third of the power... or less. :)
