'05 diesel passat in CA?

We want to ship our diesel stawag to our daughter in San Francisco. California has restrictions we don't have here in MD. Is she going to be able to get it tagged and running?

It should be fine if there are no noticeable modifications, disabled removed or non-working emissions equipment, loose wires, etc. in the engine bay. The inspectors can be pretty picky, you can fail just for a electrical connector in the engine bay that isn't connected to anything.

So long as the car still has the factory emissions equipment still installed, no codes stored, no check engine light and all the readiness monitors pass, it'll be just fine.

Unless things are different it should be no different than any other Diesel check. I live in central valley area in Ca., bought and smogged my 04' TDI Passat with no issues around 2015. I moved to a non smog check area so I had no bi-annual check.
